This project had objectives beyond improving water quality discharging into a neighbouring recreational lake, but also required the completely new wetland to provide recreational facilities, consider wildlife habitats, and provide a walking link from a neighbouring suburb to the adjoining lake. It was a high profile site next to a major recreational reserve (Lake Rotomanu) and within the city boundaries; public expectations were high and a relatively modest budget.
